Export licence roles and permissions
Who can submit an application for a meat or livestock export licence.
Whether you can submit or only draft and view a meat or livestock export licence application depends on:
- your identity strength
- your commodity
- whether you are listed in management or control on the export licence
- your role in TradeClear.
Licence permissions by identity strength
Meat exports
View and draft
You must have ‘Standard’ ID or stronger, and be:
- listed in management or control on the licence, or
- assigned a ‘Principal Authority (Owner)’ or ‘Manager’ role in TradeClear for any export licence your business holds.
Submit
You must have ‘Standard’ ID or stronger, and be:
- listed in management or control on the licence, or
- assigned a ‘Principal Authority (Owner)’ role in TradeClear for any export licence your business holds.
Live animal exports
View and draft
You must have ‘Basic’ ID or stronger, and be:
- listed in management or control on the licence, or
- assigned a ‘Principal Authority (Owner)’ or ‘Manager’ role in TradeClear for any export licence your business holds.
Submit
You must have ‘Standard’ ID or stronger, and be:
- listed in management or control on the licence, or
- assigned a ‘Principal Authority (Owner)’ role in TradeClear for any export licence your business holds.
Licence permissions by role
Licence permissions to view, draft and submit licence applications vary for different roles in TradeClear. Permissions are reduced for Managers, Users and Agents if you are not listed in management and control on the licence.
Principal Authority (Owner)
If you are a Principal Authority (Owner) in TradeClear, you will have permissions to view, draft and submit licence applications whether or not you are listed in management and control.
Manager
If you have a Manager role in TradeClear:
- you will be able to view and draft licence applications whether or not you are listed in management or control
- you will have to be listed in management and control before you are able to submit licence applications.
User/Agent
If you have a User or Agent role in TradeClear, you will only have permissions to perform these actions if you have been listed in management or control.

How to be added to management or control
If you need to be listed in management or control on an export licence, ask someone assigned a TradeClear role of ‘Principal authority (Owner)’ or ‘Manager’ to add you. To do this, they will need to submit an application to vary the licence.
Sharing of sensitive information
When you invite someone to act for a business, personal and sensitive information may be shared with relevant employees. For you or anyone else listed on the licence, this may include:
- contact details
- responses to the fit and proper person test.
TradeClear roles are different to your business role
There are 4 roles in TradeClear: ‘Principal Authority (Owner)’, ‘Manager’, ‘User’ and ‘Agent’. These roles control what you can see and do in the service. They are separate from your position in the business.

You do not have to use TradeClear
Using TradeClear provides a simpler, faster way to apply for, renew, vary or cancel meat and livestock export licences. It is not mandatory though.
You have the option to use TradeClear or follow the existing process to submit a PDF application form. To request the PDF form, for meat email exportmeatlicensing@aff.gov.au or for livestock email livestock@aff.gov.au.
