Connect to PEMS as a new user
How to connect PEMS to TradeClear as a new PEMS user.
Why do I need to do this?
From 12 October 2026, access to PEMS will be through TradeClear. You will need to connect PEMS to your TradeClear account to manage export inspections for plants and plant products.
If you already use PEMS, go to Connect PEMS to TradeClear as an existing PEMS user.
Get set up in TradeClear
Before you connect PEMS, you need your own TradeClear account. Create your account using an email address you use for your own work. Do not use:
someone else’s email address
shared generic email address (such as info@company.com or help@company.com).

When you’re set up, how you connect PEMS to TradeClear depends on the user role you request in PEMS.
To find out which role you need to request, go to Understanding PEMS user roles.
Access PEMS from your TradeClear account
To access PEMS from your TradeClear account, follow the steps:
- Sign in, opens in a new tab to your TradeClear account.
- Select ‘Export’.
- Select ‘Access PEMS’.
- Answer ‘No’ to ‘Do you already use PEMS?’.
- Select the user role(s) you want to request.
- Follow the steps to complete and submit your request.
If we approve your request, the role you requested will appear in ‘User roles’ and you can start using PEMS.
If you have more than one approved PEMS role, you can switch roles in PEMS when you need to complete tasks under a different role type.
