Understanding PEMS user roles
Find out which PEMS user role(s) you need to carry out your tasks.
To access PEMS, you must request at least one user role. Your roles determine which tasks you can carry out.
You can hold more than one role and switch between them in PEMS as needed.
The 4 PEMS user roles are:
- authorised officer
- exporter executive
- establishment executive
- client group executive (previously EDI executive).
Which user role do you need?
Authorised officer
Request this role if you intend to apply for authorisation as a third party authorised officer to:
- conduct inspections of prescribed plants or plant products
- inspect transport units
- supervise export phytosanitary treatments.
You can do the following in PEMS:
- enter and submit inspection and treatment supervision results
- upload supporting documents for your inspections
- manage your third party authorised officer authorisation.

Exporter executive
Request this role if you:
- need access to records for one export business only
- have an exporter number issued through EXDOC or NEXDOC
- do not have an EDI or client group identifier (CGI) number.
You can do the following in PEMS:
- view Requests for Permits (RFPs) and Requests for Export (REXs)
- upload supporting documents for inspections
- access all PEMS records associated with your business.

EDI user or client group executive
Request this role if you:
- need access to records for more than one business – for example, you’re an export agent or freight forwarder
- have an EDI number or client group identifier (CGI) number or EDI issued through EXDOC or NEXDOC.
You can do the following in PEMS:
- view Requests for Permit (RFPs) and Requests for Export (REXs)
- upload supporting documents for inspections
- access all PEMS records associated with your EDI or CGI number.

Establishment executive
Request this role if you:
- are in management and control at a registered establishment
- need to oversee inspection activities carried out at the establishment.
Once you’ve been assigned this role, you can apply to link more than one establishment to your profile.
You can search, view and download inspection and treatment supervision records, and calibration certificates completed at your establishments in PEMS.

- when you register as a new PEMS user
- by requesting an additional role later.
